this is a reply to stesim. I agree 90%. It would be good to have a classic tree structure like on any computer and have the freedom to give students access to zones. That's clearly one of our needs.
But then, the same file, a video for example, would probably have to be physically located in several places to be accessible in different zones. This would lead to an enormous inflation of data. So it makes sense to keep one structure per library. On the other hand, we would need to add a virtual tree structure which would only contain links to physical files and which would allow dual management: through the libraries and at the same time through a virtual tree structure.

I would suggest to go in exactly opposite area. This is not systematic solution.
There should be only one Data library (for anyting like files, docs, images, videos) with custom folder structure. This is universal, generic solution, because anyone can organize own data files according to personal preference.
There shoud be no Video library, no Document library, no Image library, because this not systematic and we will end up with unlimited number of libraries based on user requirements.
There is no good reason to have "special library" for videos, another special for images, another special for docs.... There should be one generic storage and anyone can create folder structure and organise data based on personal preferences (by courses, by data types, ...)
So real progress is to go exactly in opposite way - not to expand, but reduce all libraries into one generic data library, which can contain unlimited folders and all types of files.
