Add Rich Text Editor function to the Fill in the Blanks quiz question type? (It's available for all other quiz question types.)

In Courses: Quiz activity, can you add the Rich text editor function (so we can add a picture or hyperlink for reference) for the "Fill in the blanks" question type?
It is available on all of the other question types, but not the "Fill in the blanks" question type.
